Regarding supervisory control. I work in a Corps of Engineers District with a military Colonel as District Commander. I have found that most military Officers show respect and dignity to their Civilian Employees - I believe it is in their training. I believe most of them try to do a good job. I have nothing but the highest respect for our Colonel but nothing but dark contempt for my Civilian bosses. If left in the hands of the military, I believe things would be fair. Unfortunately, the Colonel is far removed from most problems and when he does know, the bosses go over his head to their Civilian bosses and Congress to stifle him. The residing Colonel is even often used as a scapegoat since he is technically the place where the buck stops - a lie at best and totally unfair. I do feel strongly about this - the man is a good man. I wish Civilian supervisors could be like him - they are not. They are dispicable(I wish I could really tell you how I feel about them). Oh, I am not for these new rules.
