What safeguards are going to be put in place so agencies cannot tap into the perfomance pay pool ( Under NSPS) for mission? What safe guards are going to be put in place .involuntary (reduction in pay band) to guard against unfounded preceived perfomance/conduct that will cause a reduction in basic pay of up to 10 percent as provided in these proposed regulations and in DoD implementing issuances. Pay may not be set lower than the minimum of the pay band level or exceed the maximum of the pay band
