I would like to comment on why putting so much responsibility and power in the hands of supervisors is such a bad idea. My first line supervisor (GS 13), my Branch Section Supervisor(GS 14) , and my Division Supervisor(GS 15) all have agendas. My first line supervisor wants to be a GS 14 and, while a good person, would sell his soul to be a GS 14. He is really not interested in hurting anyone but , at the same time, will not go against anything his bosses want. The Division chief, who is too busy helping his friends advance their careers and may be in a I don’t care retirement mode, has pretty much given up his duties to my Branch Chief. That is a problem. The man in the middle with all of the power. The man who orders the first line supervisors and also is shielded comfortably from top management by his boss – nice work if you can get it. The man in the middles agenda is power – he loves the prestige. He eats it up – strives for it. My problem is that I made the mistake of making this power hungry person an enemy of mine( I did make a mistake and I regret it) when he was just a first line supervisor. I have not had an award for six years(even though members of the teams that I lead all have gotten awards), had any training in that period, been restricted to doing the bad jobs, and I have been harassed constantly. Of course I have battled back but all I have done is make the Division chief mad . Now, he will not move me out of his division. He hopes that I make a mistake so that he can fire me or that I will die from stress. I am not joking when I say that the Branch Chief wants me to roll over and die. Dieing from stress will probably happen(although the anti depression pills help) but don’t bet being fired – especially now that they will have the tools with these new rules that they did not have before. The very very worst part of it was that none of my co-workers and I thought friends came to my defense because of fear of reprisal. I just wanted to let people know how a man can be destroyed by bad management and I would not want that to happen to anyone.
