This is the most ridiculous system DoD has come up with yet. NSPS will do nothing positive for federal employees. It will pit employee against employee in an effort to win the top performance ratings. Empl- oyees will not try to work together because it will be every man/woman for him/herself. Human nature being what it is, the employees who are the supervisor's favorites will get the best ratings whether or not they are good workers.. A hard worker, like myself, who isn't concerned with impressing the supervisor with a great personality, will suffer for the very reason that we are hard working and no-nonsense kinds of people. You may retain the flighty, superficial worker, but you will not retain the dedicated, hardworking employee because they won't appreciate or stand for this kind of treatment. Your employee "gene" pool will hit an all-time low with the passing months and years after this ridiculous system goes into effect. The "good ole' boy" system will be firmly in place once again and run rampant thanks to this supposedly great new employee appraisal plan of yours. You call it the National Security Personnel System which is a misnomer to say the least, as it has nothing to do with "National Security", does it? It does nothing more than treat your own good employees as the "enemy" while the REAL enemy goes on about his/her business unmolested and able to carryon their "activities" hindrance free. I am quite angry because I believe these proposals appear to treat government employees (who have helped to defend our country for many loyal years) as the "enemy". I truly feel most DoD employees work very hard and are dedicated, devoted, and committed to performing their jobs in an exemplary fashion. I also believe that mistreating these same employees will hurt the overall missions of the agency(s) concerned. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers reward their employees according to favoritism (and "feelings") rather than ensuring the best employees receive the best ratings; as well as, serving the civil concerns of the American people. Right now, the United States of America is at war. This country is fighting for democracy throughout many countries abroad. These proposed regulations are an attack on our very own workers' basic rights. In addition to this, NSPS will most certainly divert the attentions of defense workers from the soldiers' welfare to protecting themselves from abuse on the job. I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers. If the current government administration chooses to continue with implementation, they ought to first take into consideration that the federal workers must continue to maintain the same protection (as we currently enjoy- if not more) from those supervisors who would usurp their authority based on their likes and dislikes of individuals under their authority. Anything less would be hurting the American people and their confidence in our ability to provide them with quality service. Excluding the Union from engaging in discussions with senior officials relative to management core activities is going to leave the employee with no protection at all. To exclude the Union is not a step in the right direction to help protect the typical government employee. Democracy has been the basis of this nation's value to choose freely without the fear of reprisal. But now members of our government want to force federal workers into submission and isoation. because we have become a well informed society and they are intimidated by that fact. Implementing a system that is anti-worker, anti-Union and discriminatory by nature is not going to attract the best and brightest to the federal workforce. You'll lose people like me quickly.
