This system has no outside agency to oversee abuses by management. No third party oversight is currently in place. UNDER DEVELOPMENT. These issues that are under development, may have a solution, or presents to be negotiated with the UNIONS. Public Law 108-136, does not allow all agency to promote a new HR system. How would someone be allowed to move to another agency during their career and caring their rights? THIS PART AND ALL OF THE NSPS, SHOULD BE RECINDED. This program need to be scraped and refinements made to the present OPM/HRO by negotiations. Please take this authority away from the DOD. I am a government employee, at Travis AFB. CA.
