I had to read and re-read the proposed regulations many times before understanding them. Now the picture is clear and simple, all avenues for the employee to protect themselves from unfair evaluations and poor management will disappear. Yes, a system is created with the appearance of protection but that is all it is..appearance. Congress needs to stop this and force DoD to adequately address the problems with the current system. You can't cover up mold with new paint.
