NATIONAL SECURITY COMPENSATION COMPARABILITY As stated “To the maximum extent practicable, for fiscal years 2004 through 2008, the aggregate amount allocated for compensation of DOD civilian employees under NSPS will not be less if they had not been converted to the NSPS. COMMENT: Remove “To the maximum extent practicable”. This vague statement will certainly cause pay parity between employees that are put under NSPS at the spiral one phase as opposed to those that fall under NSPS at the end of implementation, or spiral three. “As practicable” will be the loophole to NOT FULLY compensate persons that would have received step raises and COLA’s, had they not been under NSPS, while those that are not yet under NSPS will continue to receive their step increases along with the annual COLA’s creating disenfranchisement between contemporaries. Equal and full pay compensation to all individuals under any implementation phase of NSPS must be guaranteed, until which time every single DOD employee is fully employed under the NSPS.
