Just a thought. One of the reasons I appreciated and came to the government sector is to not be tied into politics attached to salary. By that I mean that those of us that are highly productive and save the organization both time and money but don't go to every correct cocktail party and kiss the proverbial pinky ring of the leadership to parlay favor are heading into murky waters. Whereas the _ _ _ kissers of the world get the benefits of the talents and sacrifices of the real producers in an organization. With the current structure of an Air Reserve Technician I know that I will have ongoing pay raises and bonuses despite the parlor games played by some. To that end it prevents the leaders from being suckered into taking care of those that are not taking care of the organization. In fact the worst can happen. If you have a very politcal or egotistic boss as often happens in the military structure and they homestead and are not moved out every three to four years like in Active Duty one can end up pay capped and no growth for years. This will drive out good employees and reward worthless ones. The intent of your proposed program is well intentioned; however, it only works in a purist world where all leaders/supervisors are upstanding folks that can't me bamboozled by the hucksters in this system.
