All comments are on Part D. 1. How does this new system propose to deal with unrealisitic perfomrnace requirements set my management. Supervisors often set completely unrealisitic deadlines for projects before the details of the project requirements are known. Political pressures force them to commit to objectives that cannot be achieved. Will subordinate employees now be punished because the supervisors and senior management set arbitrary performance objectives that cannot be achieved? 2. One of the proudest traditions in DoD is to stand up and speak out if a proposed plan is inane. This new system will punish anyone who is not a 'team player'. This will create group think and removes the natural barriers that experience and wisdom have provided in the past to foolish whims of senior managers. 3. This new plan places far too much power in the hands of supervisors. Many DoD supervisors are mentally ill and have the people skills of a pit bull. This new system will produce teams of followers - not leaders. What if the supervisor is an idiot? 4. This system will punish employees for failures that are caused by decisions that are out of their control. The blame will roll down hill. Staff will take the blame for failing to implement the insane ideas of senior leaders. 5. This system assumes competencies in the supervisory ranks that are absent. The current system would work just fine if current leaders, supervisors, and managers were more competent.
