Title: National Security Personnel System Subject: Notice of Proposed Rulemaking, Request for Comment CFR Citation: 5 CFR Chapter XCIX and Part 9901 I have recently been lucky enough to be involved in the civilian department of defense program as an apprentice. My experience thus far has been quite challenging and rewarding. However, I have read the proposed Rulemaking of the NSPS and am in utter amazement that our law makers in congress can actually consider passing it through. The NSPS system basically destroys all collective bargaining power of the unions, rendering them useless and puts almost all power into the hands of managers. By doing this workers will be harassed, favortism will run rampant and the "buddy" system will be in full force. It's also completely unfair that work schedules and overtime can be changed at a moments notice as well as work locations. We are called DOD civilians for a reason and that is the position we applied for. I have the utmost respect and regard for our active duty soldiers abroad, however I am not a soldier. I have another important role in the nation's security and am proud to do it. This system is a complete outrage and rest assured that I as well as many others will have to rethink the representatives that we have elected in congress if this proposal is passed.
