First I would like to make it clear that I am commenting from the computer of a friend who has no opinion on this topic. Referring to Federal Register part 2. 5 CFR Chapter XCIX part 9901. The current personnel system for the civilian work force seems to be protected from the Secretary of Defense and the President, and their poor decision making. Look at the example of going to war without global support, and later having to find a way to pay for it. The new NSPS system would put the pay and benefits of the civilian work force on the bargaining table to pay for such poor decisions. With the new NSPS system in place, the Secretary of Defense can control the overall pay and benefits, and let the federal managers take the blame for the decisions. The Secretary of Defense would justify by stating we are in a different time and have to use different strategies. Don’t allow the fate of the federal work force to follow the path of the Enron employees’.
