Page 7578 states ss9901.106(2)(ii)each national labor organization with multiple collective bargaining units accorded exclusive recognition will determine how its units will be represented within the limitations "imposed by the secretary". Sounds like Runsfield wants to do what he wants and be damned with the union. Read page 7554 the upper right hand column refering to subsection M. It states "Subsection(m) authority may not be used to expand the scope of bargaining." Also by law, the DOD labor relations system supersedes all collective bargaining agreements for covered DoD bargaining units, except as otherwise determined by the secretary". Section 9901.354 Setting pay upon reduction in band. Para(a) states that DoD may set pay anywhere within the assigned pay band when an employee is reduced in band either voluntarily or involuntarily. In para. (b) an employees pay may be reduced by 10% or more if a larger reduction is need to place the employee at the maximum rate of the lower band. Hell! I would like to get congress to pass this in law for themselves. Just think we could go to the poles and vote for there pay reduction and get it over 10%. If you could show this to Congressman Cole of Okla. why I'm sure he would approve it. Yes this pay band NSPS system was certainily created to boost the moral of the civilian work force. How long have you people been smoking that stuff?
