This looks like the good ole boy still, cozy with supervisor, no matter how you work, he./she decides the outcome. Hard work could get you nowhere, and bad working habits, can be another walk on the water appraisal. Jobs are hard enough to apply for when the good ole boy is deciding, where these jobs are going to go even before they are announced. I was foolish enough to cross over from csrs to fers system.
