Subpart C - Pay and Pay Administration Section 9901.301 thru 334 I don't like the way the Local Market Supplements are structured. I see a lot of flaws. For instance, these can be withheld from an employee for "unacceptable" performance. Local Market Supplements are supposed to replace the COLA. COLA has nothing to do with performance.
