SUBPART C - Pay and Pay Administration. Page 7560 Rating Methodology. The regulations state: “The rater will prepare and recommend the rating, number of shares, and the distribution of the payout between basic pay increase and bonus, as applicable, for each employee. These recommendations will then be reviewed by the pay pool panel to ensure equitable rating criteria and methodology have been applied to all pay pool employees. The final determination of the rating, number of shares, and payout distribution will be a function of the pay pool panel process and will be approved b the pay pool manager.” Unfortunately, this pay pool panel is not defined, described or discussed anywhere else in this document. This panel and their function, authority and procedures must be defined to allow for meaningful review and discussions, as required by law. No changes should be made to the current pay system used by DoD agencies until complete and detailed proposals are provided, and a full comment and review period is completed, followed by a full collective bargaining process with the unions representing DoD employees.
