This is willful destruction of any form of equity in performance, or encouragement to do a good job by letting supervison "personal Feelings" apply to an employee's progression. I find it Archane that a system would actually "Cut salerys" of employees. Wherre is ther an incen tive to believe ina cause . Intimidation?/ This is 1950's Eastern Europe thinking. Deploy civilians? Why do you think alot of us got out of the military? Where is the stability of services at civilian level that is the mainstay of the DOD stateside services. Civilians "carry" the military by our stability at location, and dedication. you want to remove that? This sounds like a "control the peasant" concept
