I find it curious that the Department of Navy has volunteered to go first on this new project. At the current time, DON is involved in supporting the war and this is where our priority should be, not learning a new pay system and explaining it to field managers and possible new hires. No matter what anyone says, the "good old buddy system" is alive and well and being used by managers. The implementation of this system will allow and condone this conduct and will actually give it their blessing. This is not a good time to implement a project of this magnitude.
