My take on this is that NSPS will only put the employee under management's thumb more. I've been a federal employee for over thirty years now, and I can tell you there is no such thing as merit promotion now. Rewards and promotions are given to favorites. Where I am employed, management promotions were given as rewards instead of to employees with people skills and we are paying for it now and this system will only make it easier for this to happen. I've seen people punished for sexual harassment get promotions into management and likewise for people "caught in the closet". People who spent many lunch hours with the second level supervisor have become managers even after being caught sleeping on empty desks. It seems to me that employee rights are being stripped which will only increase the anxiety of the employee and that it is just a stamp of approval for management to go ahead and treat employees anyway they want with no fear of appraisal. I can guarantee pay raises will be held over the heads of employees. Congress believes that the present system is working as it should and nothing can be further from the truth. Personally I have had leads in projects where in the end everyone gets an award for the success of the project except me. I can at least complain about it under the present system, but management can tell me under NSPS to be quiet or you get no pay raise. In the long run, this will further depress the morale of the Federal employee and lead to more contractors, but then again, maybe that's what the present administration is looking for????
