Comments:
The NSPS program is just another political foot ball that is going to be passed around, just like the old spoils syestem. This syestem leaves it self open to alot of abuse. It does not allow for a third party resolution. I know from personel experince that the syestem is already ripe for abuses. the NSPS does not hold management accontable for any abuse of power.
