This system is definitely a LOOSE, LOOSE situation for the Federal Employee. Favoritism is what NSPS is all about. Some will get promotions and others will not depending on who is the favorite. Quality of their workis not going to be the key! We have already seen this! First of all you CAN NOT comment on a system that the rules are going to be made up or changed to suite the situation as time goes by. (Only a few) Disadvantages to the Federal employee: You are striped of your seniority During a RIF you loose your bumping rights Your High 3 is Definitely affected Your high 3 is based on your salary for the last 3 years and if you do not brown nose, your performance rating is affected, therefore your salary is affected. Your job security is LOST I have seen this happen. During a reorganization jobs were abolished people were reassigned to other jobs, under NSPS this may not happened, you could loose your job and put on the street. Guess what happened after a couple of years and things did not work, the system was reverted back to the old way because that worked and the new one did not work. Now that you lost your job, you are not going to get your old job back. I see this as just a way of getting rid of people. Alos I have also seen this happen You are moved into a job that needs to be filled during a reorganization and they change the Job Description for your new job only for the purpose of removing key words to prevent you from getting a promotion. Even though you are doing the same job as some one is doing. Favoritism which speaks for itself. That is what NSPS will be all about. Veterans preference will not mean anything. Being a veteran will not help you retain your job from what I have seen.
