As I interpret this new system it will have an effect on retirement! Maybe not how retirement is calculated; but what income is going to used in making the calculation. As an example a GS15 step 10, will not recieve COL increases because they would put the individual beyond the top end of his payband. We all know the prospects for a 15 to move into the SES areana is quite limited. Sure he/she may be given an annual award based on performance; however this annual award is not taken into account at retirement calculation time. What provisions will be made for individuals in this example.
