Did I see somewhere within the regs that a bonus/promotion pool of money will be set up at each department that superior performers will recieve funds from? If so, how will promotions be handled? In my agency there are only so many GS 12, 13, 14 and 15 slots, not until one of these slots becomes vacant can someone from the next lower grade be promoted. So what happens to this promotion pool of money? Who decides how much money is put into this pool? What gaurantee is there that this pool will ever be funded?
