Date: 7 Mar 2005 I request and authorize the five primary unions representing federal employees for a period not less than the past ten years to represent me, a federal employee, and to act in my best interest and to present comments to the proposed DoD and OPM personnel actions regarding the changes to the current OPM grade, pay (general schedule), and retirement systems.
