Comments:
Is it a safe assumption, that the individuals who currently get annual cash bonuses are the only ones who will benefit from this new system? Is it true that job criticalitly can play a part in pay raises? We have no control over what position we are placed in within the agency, so through no fault of our own is it possible we will never get a raise based solely on the position we fill?
