Is there any guarantee that acceptable performers will receive a cost of living raise each year? If so, who will determine what the percentage increase will be? On average the past 4 years we received a 3.5% cost of living increase; who will determine the percentage under the new system? Is it a safe assumption that if you are not one of managements choosen few yes men you will not receive a cost of living increase? Is there anything in place (in the regs) that requires paybands to be adjusted each year to account for cost of living increase most other government employees will receive?
