The pay for performance, without actual figures to show actual salaries of individuals who are affected, is only theory. As long as you keep it as theory, few individual workers will know how it affects them and as such, will not comment. I believe you fall woefully short in providing details of how this will affect the vast majority of individuals. Performance ratings are subjective. You will not find quantitative measures that will keep this pay shceme from being more than a subjective proposal for an individual employee that will leave management and agencies open for increased criticism over what they have now. As a manager, I am currently under the management performance criteria of DLA and while this system is more directed at core competncies, evaluation is still totally and completely subjective. This is the same or similar type of evaluation/appraisal system the employees will use. There are many real weaknesses in your system.
