This change is putting too much power in the hands of mangers and supervisors in the Government. We have too many who abuse and view these positions for power versus responsiblity. This may sound good but will result in lower pay and the good old boy network will thrive. I have been with DOD since 1980, 18 years as a manager. I have seen substantial abuse at very high levels. While I agree that some change needs to be make it needs to go slower so the bugs can be worked out. This proposal is like let's go all out and we will fix it later. There is only so much a government workforce will take, I urge caution, we do not the leadership in place that would manges this well. Most employees feel they under seige and that the main goal of the last two adminerstrations is to contract out all of their jobs. Go Slow!
