Subpart C Section 9901.301-334 The way I read the regulations, the Local Market Supplement can be used as a tool to reduce the amount of pay of certain categories of employees. For instance, if there is no Local Market Supplement for a certain pay band, what says there will be one the next year? Suppose this happened if the pay band for technicians were halted for three to five years and the pay band for engineers would gradually increase every year. lf this happens, the technicians will be struggling whereas the engineers could will be living "high off the hog." l don't see how this can be fair.
