I realize that changes have to be made. Unfortunately you are taking from the pockets of the individuals that have busted their butts for years working for the Government. I use to be proud to admit that I was a DoD employee. You want to take away everything. I won't ever get my last within-grade because you want to take those away. You are creating a workforce of butt kissers. No more within-grades, okay I can actually live with that one. However, you want to take away cost of living increases also. How in the world can you justify that? every single year costs go up and up. We have been below the private sector as far as "pay scales" go for quite a time. Imagine how far we will be behind if we can't even get a silly cost of living increase? If you are trying to eliminate half the workforce by taking things away, I think you will accomplish that. I for one will be looking elsewhere if all the changes you propose go in to effect. I've given DoD over 20 years of my life and what do I get in return? No retirment system to speak of (FERS please what a joke) and now not even a cost of living increase. I thought Companies were suppose to take care of their employees. I can't help but compare this to Enron!
