Gentlemen; For me, I find it rather disappointing that the civil service system is about to take a step backwards to the 19th century where favoritism guarantees a man a promotion and increase in salary. What manager has ever been altruistic and fair to each employee? How are you going to prevent age discrimination? Or for that matter all the other forms of discrimination that are discreety practiced even now. I believe were about to repeat history and create the same kind of problems the post civil war presidents had to address before the civil service was created and became less political. I wish NSPS would just go away. Thank You.
