The whole system is non-sense. Why mess with something that is working. Civil Service jobs use to be a secure job but not any more and if it changes to this new personnel system it definately won't be. If your pay raises are based on your job performance all well in good but if the supervisor has to be the one to approve your pay raise and the employye and the supervisor are not on good terms then that is unfair to the employee. We should be able to say no to overtime and time cahnges in our duty hours also. The only thing I see that needs to be changed in the civil service personnel is to make it easier for someone on the outside to apply for these positions. But everything else in this proposal is non-sense.
