Sections: 9901.910, Subpart C 9901.343, Subpart G 9901.712 General comment: My history may be a little rusty, but I am under the impression that civil service protections were originally created to eliminate hiring, firing, pay level decisions, etc. based upon political considerations or the "buddy system". Giving management absolute authority in these areas all but guarantees that some abuse will occur. Making these changes will only encourage employees to be ass-kissing yes-(wo)men; which is not how public funds should be used. Corporations can give management this authority because they are accountable to market forces for their performance. This is not the case in federal service. Bad management decisions in government service do not result in any repercussions of any kind. These changes will only be effective if managers are held accountable for the resulting performance of their budget, their schedule, and their employees.
