I would like to express opposition to the adoption of the new National Security Personnel System (NSPS). In addition to the fact that it will result in loss of income to myself and my family (with no resulting savings to the taxpayer) there is a more serious problem that will result in a significant weakening of our government. The strength of the government is the product of the people who work for it. This new system forces the people to think about, and work only for themselves, since in order to have or increase your share, you must take some one else’s share away. People will no longer be able to plan and work together for the nation’s welfare, and the synergy of such will become non-existent. In actuality, the increase of stress along with the loss of benefits, security, pleasure of accomplishment, friendships, and pleasant working conditions will force the more creative, better producers to find better work environments elsewhere, while the less creative, less productive will remain (as captive) with the government. Recruiting will be more difficult. The resulting workforce will not be as strong. The current Civilian Personnel System and (CPS) General Schedule (GS) has worked well, has proven itself for many years, and has provided fairness and security to the workers. It has protected the workers from temporary political storms and manipulation. It is and has been the unification of all the diverse and different agencies. The moral and production under the General Schedule has endured and won many wars, and even put a man on the moon! I am not aware that there is or has been anything wrong with it. The leaders only lead – It’s the workers that make it come about. Reducing the power of the workforce will reduce the power of the leaders, the government, and this nation. This is a dangerous thing to do in these present and perilous times.
