Comments:
This program is only designed to cut federal spending at the expense of Civil Service workers. The pay band could be decreased or increased. An individual's pay could be cut for many reasons, even not under control of the servant. The system is definitely an injustice to the civil servant and will result in decreased motivation and work ethics. It is a poorly devised system.
