My comments concern the pay banding structure which is to be used for the Professional and Administrative Management series. The bands should be established as 5-11, 12-13, 13-14 leader/management, and 15. The majority of journeyman level analysts within a PM (or any organization) should not exceed GS-13 pay. GS 13-14 level should only be for the top-level expert, team leader/management type personnel. The majority of the program analyst positions at this location (and all of those that I am familiar with are GS12 or GS13). The band should not be initiated to allow all GS13s working analysts to become a GS14. This is my opinion as a Government Manager in this Career Field.
