My comments are addressed to the entire process, not section specific.First, I am a retired Army reserve first Sgt.I have followed orders for most of my adult life. So, if the powers to be want to change the personnel system, I would have a tendancy to just to change step and continue to march. However,after reading the changes in the personnel system. This old war horse saw warning signs all over the place. It seems the powers to be want to throw us back 30 years in time, and erase all the incredible strides made in EEO since then. In the new process managers will be allowed to fire a person at will, and with out cause. This will , I fear, give managers who have a perpensity for; sexual harassment, race or religious bigotry, and nepotisim; a green light to launch into a feeding frenzy. I personnaly find it difficult to believe our elected and appointed officials really want this to happen. Instead, I choose to believe, in their need to fix a broken system. These eventual realities were not considered. I would also submit. The old system wasn't broke. The managers in it either never new or never cared, to do their jobs. The TAPES system is a very viable and very managable tool. Managers simply failed , for what ever reason, to use it. The old system had all the tools necessary to accomplish a managers mission, irregardless of the level of management. I feel that , managers were not held accountable by their superiors, it is as simple as that. I truly feel ,all that was needed, were appointed managers who understood the system and possesed the honor and integrity to carry it out. As I write this letter. I have the over whelming sensation of a single voice crying out in the wilderness. I think it to be a futile attempt to avert a stampede already in progress, and out of control. Still, I have a small glimmer of hope, that someone of substance. Who does possess honor and integrity. Will read this, give them a moment to pause and reflect, and they will have the power to stop the stampede. Sincerely yours, Ray Bonneville
