Sir Please reconsider throwing out the baby with the bathwater. We currently have reward systems based on performance and they are generally not considered to be working (because they are based on supervisors whim). Why are we spending a lot of taxpayer money to throw the current system out and put one in place that is largely based on individual whim. It will not provide the benefits that you think/say it will (ability to give the jobs back to the government workers...). This system will cost a lot and result in a new (perhaps even uglier) baby and its bathwater. Please do not spend my tax money to reinvent the wheel.
