I am a very flexible person (I work for the Army). We are constantly changing. So, I am not afraid of change. My concern is the level of delegated authority. Will DoD delegate some of their authority to the Major Command levels? My specific concerns are the rate ranges and market supplements. I hope they are equitable. I recommend that IT Specialist be excluded from Bargaining Unit representation. They manage our most vulnerable assets; like the network, they manage our passwords, they are able to see confidential and privacy data. We sometimes use contractors instead of civilians because managers & customers are afraid that the BU employees will gain access to their confidential information. Using contractors is costly & their support is limited to their Statement of Work. Most employees are concerned that managers will use the system to treat them unfairly. They do not trust their managers. I recommend DoD make it mandatory for ALL new supervisors to have a one-year probation period and require the completion of extensive Supervisory training. Most supervisors become supervisors because of longevity and grade. I think it is unfair to the employees to place an employee in a leadership role just because they were exemplary employees in another job. It is also unfair to assume that a well-educated person will be a manager. In addition, all managers should be required to attend some type of managerial training at least once a year.
