It's true that within-grade advancement under the current system is almost exclusively due to seniority. However, if a person wishes to get promoted, he/she must work hard and earn it and can't just "cruise." Seniority is by far not a perfect measure, but at least it's objective. Why can't a new system keep seniority, to a lesser extent, but include other objective measures, such as education level, licenses, certificates, etc? The way that DoD has composed and is marketing NSPS, I am dead-set against it.
