If you want to protect our National Security, you should be fixing the current system instead of making such sweeping changes. Maybe there should be ways to hire faster, but there are already ways to reward top performers, and there are ways to get rid of non-performers. The cost of living goes up every year and without guaranteed cost of living raises, the standard of living will go down for Federal employees. You will never be able to retain a quality work force under these regualtions. Then you are saying that employees can be deployed. What is that? We are not in the military. I'm surprised you don't have us wearing uniforms and getting hair cuts as part of the regualtions. This is a disgrace. What about CSRS employees. We have dedicated many years.
