Overall, it looks like the Federal Government is going back to the "spoils system" of the late 1800s!!!!! In other words, if you are in with the boss, you are "IN"!!!!!! Also, the rating scheme is ludicrous! After all the years we were preached TQM and TAQ and teamwork, teamwork will no longer be important, only trying to screw your team mate to get a better rating and a raise. It is all baloney!!!! Try reading your history books from the period between the Civil War and WW!...
