On the FAQ page, there was a question about whether these changes would affect our "high 3" and the answer was no. Of course it will! If we have a supervisor who plays favorites with his team, we may not get an annual or performance raise--therefore, our salary for that year would not increase. That would certainly affect our "high 3".
