Re: Department of Defense, Cocket Number NSPS-2005-001; RIN 3206-AK76-- More than 700,000 employees of the Department of Defense are on the verge of losing their rights as civilian workers. The actions advocated by Sec. Rumsfeld identified as National Security Personnel System is little more than an attempt to place these workers under a system whereby they will be subjected to the whims of any supervisor. Currently these workers enjoy the benefits of union negotiated contracts and protections. They are not in the military service of our country and therefore should not be subjected to the same kind of military chain of command as members of the military are. These rules would allow bad managers to abuse and intimidate workers, and make valuable years of committed service virtually worthless, particularly in the event of a layoff. The NSPS will weaken unions and the rights gained through union contracts, such as flex days, advance notice of work schedules and overtime rotations. If a supervisor disciplines an employee there would be very little chance of overturning the punishment--thus depriving the workers of due process. The NSPS is a threat to the workforce of the Department of Defense and should not go into effect. I respectfully request that the NSPS be withdrawn. Thank you, Robert F.
