Rin 3206-AK76/0790-AH82 Federal Register / Vol. 70 No 29/Monday 14, 2005/Proposed Rules PAGE 7574 2ND Paragraph. As a taxpayer, I do not feel there is a need for the DOD, to have the authority to establish their own NSPS (Federal personnel system). The cost will be approximately $158M through FY2008, less than $100 million, will be spend in any 12 months. There is not a need to justify this kind of money for a system that is already in place. The DOD can ask for and get permission for change to help the system. The way everything stacks up in the F.R., the D O D could establish an ENRON within the government. This is a system for isolationism, hiring, placing, paying, put the mission first, etc., etc. This system is already in place. There are independent agency in place for this. This is a NO.
