Human nature will not change because you are creating the NSPS. Presently managers and supervisors reward their friends (if they take the time to reward anyone), not necessarily high performers. That will continue under NSPS. Presently supervisors do not take the time to provide clear performance expectations or link expectations to any real agency mission. That will continue under NSPS with perhaps more creative writing involved. Presently supervisors hate the messy area of dealing with people issues. That will continue to the greatest extent allowed. The only thing changing is that employees will no longer have the existing protections from management abuse, like PDs, appropriate levels of tasking, and regular raises when the supervisors have no interest in rewarding their employees. I read the Federal Register information about NSPS. I see nothing in there to force managers and supervisors to become high performers in the areas of management and supervision, so it won't happen. Human nature will not change unless forced to. It is also an affront to DoD employees that you would sell this personnel system as necessary due to "national security" interests. It is clear to everyone that management would simply like to be able to do whatever it feels like to employees with no barriers in place to stop them. NSPS will now allow them to do so. At least be honest and admit the real reasons behind throwing out the existing system.
