Subordinate employees and managers should not have to compete for the same funds. Subordinates should compete with one another and managers should compete with one another. I'm sure there will be different performance expectations for each group. By distinguishing between the two groups, it will help to ease concerns about favoritism. The importance of a position held should not play a role in determining performance compensation. Example: The responsiblity of a GS-13 supervisory position should not be considered when evaluating employee performance. If position importance and responsibility are considered in determining pay increases, it will be unfair to lower level employees or younger employees.
