Can a system be established that would give employees an input concerning appraisals of first and second line supervisors? Preferably, I would like to see a separate section within supervisors' appraisals which would give a general, overall assessment of their performance. Closed-ended survey questions would be perfect. During my 12 years of service, I have seen so many high performing employees leave because of low performing supervisors. Such a system would give higher level managers some indication that performance problems could be supervisory generated instead of employee generated.
