Comments:
I object to the plans to withhold the Cost of Living Raise which Congress provides to all govt employees. Under this new system, some govt workers could find themselves at the top of their pay bands, and with a performance rating which does not give them back any portion of their COLA--in other words, some employees would not receive any pay raise at all.
