I strongly oppose the implementation of the NSPS. In theory it sounds like a better way to award good performance but it's success is predicated on fairness and objectivity. While I believe that there are some managers who do exhibit these traits, many more are still part of that system that takes care of only certain people. It's called the "good old boys" club. Unfortunately, THEY are the currently in mid and senior level management positions who evaluate others based on their outdated perspectives. Until you can purge organizations of these kinds of managers, I fear that less deserving people will be rewarded rather than the true good performers. It will probably be ten years before you can truly change this climate that is pervasive in most civilian organizations. While I agree that Civilian agencies need to become more performance based, I feel we need to have a longer opportunity to assess the effectiveness of this proposed system. It's one thing to have theorists developing a different system, it's quite another to put it into practice in a manner that truly works. Please rethink this change.
