I do not get a "warm fuzzy" about this proposed plan. The government is once again opening up a can of worms without much thought. This plan has the potential of out right discrimination, and favoritism even more so than we have now. I see nothing here that allows the employee to have any recourse. Who makes this determination ? "9901.343 Pay reduction based on unacceptable performance and/or conduct" Who says what's unacceptable? Does this apply to upper management when they degrade a subordinate? The probationary period section "9901.512 Probationary periods" is too wide open. Why are the probationary periods not preset? ;yet another government way out of a situation. In " 9901.712 Mandatory removal offenses" what exactly are these offenses, they need to be defined.
